Practical completion means the plant is complete for its intended use under the contract, and that the plant has been handed over to ADO, with defects pending, but it should be operational. Depending where final commissioning lies in the contract will determine the level of completeness for the building contractor.
i would suspect as you have suggested that final tweaking will be completed by ADO to ensure batch quality.
