AGM talks noted "Long Lead Time" in equipment procurement was a delaying factor. So unless they've put provisional orders in, then its most likely similar delays would be expected in any scale-up.
However, I'd expect licensing deals would be put in place for large customers, and they'll do scale-ups themselves.
20KL could still provide for contracted R&D works.
If Anteo X is the real deal, equipment suppliers would raise production to suit.
