I was stunned when the numbers came out too.
At the AGM, the screenshot you posted, the delts as you say was 193,639, 796 FOR - 221,594,163 AGAINST = -27,954,367 and there were 9,793,284 OPEN.
What does OPEN mean? - I assumed that was the uncounted/outstanding votes which meant the resolution was defeated with fewer OPEN than the delta
