"And they KEEP voting them in" can be rephrased as "the Republican messaging & offer has failed miserably".
It's actually the Republicans who are reacting to these demographics, using the latest census to ramp up their gerrymandering efforts.
They are exploiting the once a decade redistricting. Emphasis added below.
