CNU 07/08/2013 09:04 GENERAL REL: 0904 HRS Chorus Limited (NS) GENERAL: CNU: Chorus welcomes Government discussion document STOCK EXCHANGE ANNOUNCEMENT 7 August 2013 Chorus welcomes Government regulatory review discussion document for consultation The Government has today released a discussion document outlining potential changes to the policy framework for regulating telecommunications services under the Telecommunications Act 2001. Chorus welcomes the review and the establishment of a clear set of principles to guide the review. The Minister for Communications and Information Technology said today "The options we are canvassing give us an opportunity to provide clarity and certainty during a period when large investments are being made in a once-in-a many-generation upgrade of our telecommunications infrastructure that will deliver significant benefits for New Zealanders well into the future". Chorus believes this goes to the heart of the challenges the review tackles. This is the second of two reviews announced by the Government on 8 February 2013. It follows the release of a discussion document for the Telecommunications Service Obligations (TSO), which was released last month. "This second review enables everyone to engage in the establishment of a forward looking, coherent and stable policy environment that ensures a sustainable and efficient transition to fibre for the years ahead," said Chorus CEO Mark Ratcliffe. "Chorus will be providing a comprehensive submission to further support the development of the right policy environment that will drive the growth and innovation that will be enabled by upgraded infrastructure, along with encouraging innovative retail services for New Zealanders." For UFB to be successful and for Chorus to maintain its current capital management settings, it is important to get the mix of Layer 1 and Layer 2 pricing right. The options presented today suggest a potential decrease of $2.50 to $7.50 on Chorus' broadband pricing. Submissions on the TSO review are due on 20 August and submissions on the regulatory review are due on 13 September 2013.
