I'm pretty sure that for each of the last 3 days (including today), there has been at least one bid placed at 20c for about 10-20k shares.
I guess whoever is bidding it knows they won't need to pay that much, even if they leave it there until open, but it seems like it is a bit of ramping to try to get people interested if they are not looking at the actual depth and are instead just looking at a watchlist.
