@tomboy - I actually don't think that 18% of the company has "changed hands" as you write above. 18% of the shares issued have turned over, but I doubt that this is reflected fully in ownership changes as I would believe that in my opinion there has been a lot of churning amongst current shareholders who have been playing the share price and pushing it down.
