Because 4ds have more or less told us they are trying to drumbeat interest.
You dont 'hope the pack lands on an execs desk' if there has been interest. You don't wait for IMEC to make the necessary introductions if there has been interest. You don't do a PR tour to try raise the SP if there is genuine interest and intent to sell in the near future.
Yes they haven't said there is no interest but in many subtle ways it is fairly evident there has been little to no serious interest...
There is no interest and they are hoping that if they get to 20nm there will be. They have come this far may as well go the next step and hope for the best. But it's clear no one is beating down the door to be involved or control the technology.
