That maybe so on some brokers websites but to most people outperform means it will do better than its peers in in that index. Buy means it will produce some upswing. A lot of brokers use all kinds of ratings.
But if someone told me to buy and someone else told me this stock would outperform the index then Id go with outperform every day.
