On the matter of covid-19 I offer this opinion to the thread header.
Trump - no concerted effort between him and his states to use state powers and try stop the virus. The country as a whole 300+million population made up of 50 states displaying little interest in working together.
Morrison - Organised a concerted effort to stop the virus comprising of the special cabinet of Austaralian States and territories about 24 million population, an island country of 6 states and 2 territories.
Andrews - the Australian state leader with about 6 million population, where poor record keeping of how decisions are made, jobs for party doners and can't remembers are common.
Given specific (state) powers to formulate their own version of hotel quarantine for returned travellers, community contact tracing, state border management and covid control measures.
