This is not correct. You had to be a shareholder on 24th September to take part in the SPP (see announcement on 25th September).
23rd October is important as it plays a part in setting the SPP price which will be the lower of:
either 27 cents
or the volume weighted average price over the last five trading days up to and including 23rd October.
So if the price stays around the 30-31 level in those last five days, the SPP will be priced at 27. This could give some incentive to some retail investors to sell a part of their stock at these levels as they assume they will get extra stock at 27.
After that then left with a stock overhang of $75m but that it is not much considering the extra stock now in the market.
