GENERAL: VCT: Investigation into cause of Penrose substation fire
Transpower and Vector are jointly to conduct an investigation into the cause
of the Penrose fire and outage in the early morning of 5 October 2014.
In addition to this investigation, both Transpower and Vector will be
co-operating fully and providing all assistance possible to the inquiry that
the Minister of Energy and Resources has requested the Electricity Authority
to undertake.
The investigation into the outage will be undertaken by respected independent
industry experts appointed separately by Transpower and Vector along with an
overseas cable expert. The Fire Service will also provide input with respect
to the forensic analysis on the fire itself.
The investigation will cover:
- What was the cause of the event on October 5 2014;
- The extent and impact of the outage;
- Risk mitigations and whether these operated according to design;
- Key learnings and recommendations for the future.
