I would think that considering MEO has the actual land permit - then the cards in this instance are mainly held by MEO. It's their choice who they choose - obviously the partner must agree - but as per their last presentation "quote: Farm‐out by 30th September"

Therefore the announcement WILL be made by the 30th.
You seem to be too concerned by the THalt. Regardless of wif it's a 2, 3 or 10 day TH -> If you're not in then it matters, if you're in already then it doesn't. I know I'm in - will any of you miss out? I hope not.
