The difference with Uber is that the Agents are driving around a car, specifically for the purpose of driving someone else somewhere.
Uber and the taxi methodology are essentially the same.
This device would have agents carry cash for other people in exchange for money going into their accounts?
In a high crime rate place, that would essentially mean the agent is more in danger of being ripped off.
