Although the detail hasn't been given in the first announcement, I would have thought agents would be more likely to be static small businesses that already handle cash, like newsagents or petrol service stations (although an innovative agent could offer a cash delivery service). Newsagents often already act as remittance agents for e.g. Western Union.
