Uber can carry cash as change but generally its low quantities (<$100).
I imagine if people are doing remittance its for amounts vastly greater than that.
No police/security checks are required for uber as the app generally gives people ratings so there is an entry barrier (you have to be cheaper when starting up as your reliance score is lower, thus risk is higher).
However for money handling I'm not sure what the regulations would be.
