It would be a mining *lease*, not a licence. I don't think it is something anyone has been avoiding.
I doubt they would have been applying for a mining lease before they had finialised the DFS.
You cannot get a lease unless you document the mining operations, plans, plant and equipment locations etc. That level of planning comes out of the DFS.
The DFS was only released in August. The DFS summary has a timeline for regulatory approval finishing at the end of Jan 2017 with actual mining not starting until late 2017. I don't think there is anything unusual with them not yet having a mining lease yet.
Please correct me if my understanding is wrong.
