My understanding is if u blame encompasses all Jews or Israelis which excludes commenting on an individual or certain group or previous generation.
The IHRA document was never intended to be a legal document it was simply a guidance to collate ant-Semitic data.
Australian human rights lawyer Geoffrey Robertson claims it is poorly written to become a legal document and being misused by authorities.
Even the author, US attorney Kenneth Stern claims it was never intended to be a quasi-judicial definition.
