It means that the shorts has dropped by about 700K in recent days. The shorts are 'betting' that the share price is going to fall. The fewer the shorts, the less likely they are of the opinion that the price will fall. More faith in increased SP value. Given the date, I would suggest that this will continue to fall as the price increases.
