    That would depend on when, in 2013, he arrived at or near Christmas Island and who was the express-processing Immigration Minister at the time BUT that said, Tony Burke and mealymouthed Chris Bowen both have extensive form and blood on their hands as Rudd/Gillard 'express-processing' Immigration ministers.
