"EWC proposes to issue a formal bidders statement.. WITHIN 28 DAYS.."
That was no later than last Friday.
WTF is wrong with a system that allows this BS to happen.
If you state you're going to have the bidders statement within 28 days that's a contract IMHO.
Main lie #3.
Of course it's possible the Post Office was closed for and he could not get to a fax?
