The statement - 'Subject to completion of phase II comercial scale-up work and obtaining the necessary license from the US Nuclear Regulatory Commission for the Paducah Facility, the world's first commercial laser enrichment plant could be in operation in the next few years'.
This clearly signals that Paducah will be the first plant. Where is the mention of Wilmington (which already has approval)? Is laser enrichment currently uneconomic without DOE funding?
To me there are still a lot of promises coupled with unanswered questions.
