Im still trying to comprehend on what basis does out market deserve to break out with already high PE's and high Divis

I think its easier for the US markets to break out and make new highs considering their stocks payout very low divi's with massive growth forecasts.

Banks and resources...in this environment? why should they break out. Maybe they can start an AI startup or something.
