    Banks are not interested without a PFS, BFS or DFS !
    This thing has been hawked around almost everywhere without success, not sure if they have tried the Central Bank of Tajikistan as yet.

    There seems to be millions of US dollars in African banks just waiting to be released according to txt messages and emails I keep receiving, apparently they only want a few hundred dollars to release it, that might be a lead worth following up.
