"Insurers are to pay more for claim" Most would understand this to mean it is confirmed. I am still asking where the confirmation is. Regardless if you use "is" or "are" they still mean they same in your sentence. You also followed up with it "may" be announced by end June. So the only thing you have not confirmed is when an announcement will be made.
