I think the term you are looking for may be "judicial review" whereby the applicant questions the process rather than the merits.
It is a very common and almost clockwork method of messing around with litigation in common law jurisdictions.
However I think there is compensation provisions in the Mining Act and Land Act that deal specifically with compensation so it might not necessarily be a judicial review.
The first hearing it seems to determine whether the applicants actually have standing to seek compensation - one would assume that the other parties do not agree that they have standing at all, otherwise it wouldn't be in issue
