I would say this price is going to see it done ($10m) as the new money will own most of the company and its a relatively clean sheet going forward.

Not pretty, but the option of administration (KZL, NGX etc) have shown recently is a whole lot more unpalatable.

I cannot comment on Vietnam and brown envelopes, but in my recent travels there is not many jurisdictions which some money does not have to change hands for no discernible reason. In Australia we call it Native Title.
