If they can build Skywalk over the Grand Canyon (a site considered sacred and which sticks out like the proverbial), then they can surely allow a non-permanent structure situated miles away from what's considered sacred to proceed unfettered.
In terms of what's at stake (jobs, progress, resource security), the inevitable cannot be stymied.
And that isn't my interpretation; it's the will of the USA and Wyoming.
