I am pretty sure that as you say the mooring and riser are in Rubicon's SOW. However it may be that GPC have had to intervene because they are not happy with Rubicon's efforts to fix things. Not sure how that works contractually.
I believe the relationship between the two (GPC and Rubicon) is strained and complicating matters. GPC are bound to be taking advice from "experts" on where they should be going with this. However they tend to take an industry standard approach to things i.m.o. which is not appropriate to small field development. Depends on who they listen to I suppose, who has their ear.
