Have a look at the sort of atrocities that are committed in west African goldmines and in the area in general, there are still a shed load of gold mines there though. The situation there is undeniably worse than in PNG, which as this situation has shown does have a police force that can affectively contain any issues.

Its certainly not ideal for IDC, but the capacity for this sort or event in the region has been known since before porgera ever got going. Indeed if you want an interesting read go and see what happened during the Mt Kare gold rush, it was pretty grim back then. This risk has long been known to all, IDC have done a lot of work building relationships with the locals to win their support in order to minimiese these risks.

The government is desperate to get a mine opened at Mt Kare, they will throw the entire police force at it if they need to to get it done, but I'm betting that with the local support for IDC they shouldn't have too much in the way of these sort of issues.
