In order to list name on oil producer, IMO initial first attempt is very crucial. If the company hit successful outcome which means 'break the icegerg' in terms of sales.
And the Company highly likely can get in good circle(vice versa of vicious circle). With successful outcome and cash flow, the company can explore other areas such as namely oil rich Caspian Sea, or so.

Many central Asian countries have huge undeveloped resources.
