The reality is it comes back to poor government and law enforcement, the sad reality the soft touch approach by our system is also doing a disservice to the many law abiding citizens who become tarnished by the same brush, we have become a system of rehabilitation rather than penalty for crimes committed, forget rehabilitation as that will come if the person is smart enough to not want to cop a further harsher penalty for ongoing convictions.
