My thinking is that the people that depend on it for necessities and bills will be more inclined/motivated to paying off their ZIP balance because they'll get denied payment smoothing if they don't pay off their account and will go back to the old way of coughing up for large purchases and bill shock.
Those that use the service on a discretionary level are more likely to default that those that use ZIP for essential purchases and payments, to go along with this the credit checks are an advantage on screening.
My thinking is that the people that depend on it for necessities...
