No one would TB in these circumstances, except those who use ZIP shorts as a very useful and safe hedging instrument. But they are just gradually beginning to build - watch em. You could include them in your daily TB market report, along with the ZIP Index - tied together they will show you what the pointy end of the market is up to lol
