I'm sure you know the reason it's just a link in the cycle, plus the economy eg working Americans need it, stimulus on that level, without causing inflation i wouldn't say recession is happening, but GDP has slowed, and the mechanism needs a jolt, don't worry the US have already started with their particular way of stimulating the economy, through defense spending and the war machine being activated.
