I can only guess what management hold in the US, but insto's own 228m shares (CDI equiv) out of a total of 308m shares issued in the US. A further 273m shares issued in Australia.
US: Issued 308m

Management 50m (guessing)
Free Float 30m
Short Position 114m
I don't like those odds!
Best chance to cover shorts is to scare the bejeezuz out of Aussie CDI holders and shake the tree.
No wonder we are seeing all sorts of negative info.
