Suspect Im the least knowledgeable on this topic, but something tells me that

1) it may not be about outright efficacy rather the runny nose sise wffect. Btw'something' = jan quarterly. Works but will most benefit severe cases

2) That has meant that release wording complex review complex.

3) Despite above comment saying stage 2 only requires
a double check, not sure if anyone noticed, but covid was in the news a bit in past 3 or 4 years and I just firnly believe anyone signing off would not be in a rush

Ultimately, no bad news released. Which per previous monologues here implies its not bad under disclosure rules.
