This is clearly a load of crap for an ECA/commercial debt / equity funded project. I have worked on a few in my time.
First will be ECA DD with advisors/consultants and offtaker contracts. then commercial debt will fill in with 20 or so commercial banks riding on the back of ECA DD. In parallel the project sponsor will be lining up partners of equity or raising it themselves.
Please educate yourself about this style of Project Financing.
