Here's my attempt at interpretation of that statement:
Currently there is about 10 kg LCE per vehicle.
30 million vehicles annualy = 300,000 tones LCE annualy needed
One quarter = 300 / 4 = 75 ktpa - i.e. triple the annual production of what what is planned currently (25 kpt).
75 ktpa is more realistic... and probably feasible...
