@Curule The simple answer is YES. It is one of the possible results of conversion of plastic to fuel. Ready to stand corrected as I am not the Scientist type but I think both Diesel & Naphtha are both by-products when converting plastic to Petrol.

The bit I don't understand about the grant is all the hype when there are three other partners. It's not like IGE are getting the lot, what falls int IGE's hands will probably only pay one director for a few months.
