Hence the vote would work something like this and remembering that it is based on who votes (not the full share capital on issue):
FOR 2.57B
AGAINST (say they rustle up 1.5B)
TOTAL VOTING = 2.57 + 1.5 = 4.07B
FOR wins 63% to AGAINST 37%
