I actually think you have hit the nail on the head. All the waiting has eroded the other key thing companies spend - trust.

NOR has spent a lot of capital and unfortunately spent a lot of trust. Now only a few people still trust NOR.

There are a hundred other companies like NOR on the boards and they are all fighting for attention and investor dollars. Given NORs track record it cant just tick over it has to kick it out of the park to win over new investors. They are not there yet but a solid material announcement could change everything but I don't believe it will happen. It may do but the track record so far does not suggest this to be the case.
