I have to agree with you about the POO staying that low for so long; while the world needs a lot more energy than ever before, we expect to get fuel for peanuts!
It's been cheap for a long time now, how long can the industry keep it at these low prices, something has to give!
It's now become unsustainable for a few large countries like Russia, Saudi Arabia, Iran, Irak, Indonesia, that derives their primary revenue from petroleum.
