Today marks the 30th anniversary of the day that production ceased at the Panguna mine.
The CRA Gazette of July 1989 carried the headline "Bougainville - a costly crisis with no end in sight".
The article under that headline stated - "There are demands by the North Solomons province for an increased share of Government revenue from the mine; demands from the local landowners for a different sharing of compensation funds; tension between Bouainvilleans and non-Bougainvilleans; and a desire on the part of some Bougainvilleans for secession from the rest of Papua New Guinea".
In spite of the fact that these issues have largely been dealt with through the departure of most of the non-Bougainvilleans, the change in ownership of BCL, the Bougainville Mining Act and the establishment of the ABG (with an independence referendum set down for 2019) it seems that the a not dissimilar headline could be run today ...
