Maybe you aren't reading what BP is saying properly? I don't think they actually mean that where the oil/water contact is found the reservoir rock will be thicker. It sounds to me like they are saying the well did not drill into the structures at a point where the reservoirs (plural) are thickest. Think of a bell curve and drill down into it away from the centre and the volume under the curve will be less than at the centre.
