Based on the snippet below from the STC announcement, I believe SFI could mass produce camera systems in Australia, however the computer part of that system needed approval on a plane by plane basis. I'd suggest this was to ensure the weight of the equipment did not adversely affect the planes handling due to distribution or interfere with the the planes electronic equipment. This STC will speed up deployment of the systems once built.
This is a significant milestone for the Company as it results in additional manufacturing privileges allowing large-‐scale manufacture of the complete camera system. The previous STC stages allowed large-‐scale production of the mechanical and structural elements with the electronic system elements approved on an aircraft-‐by-‐aircraft basis by our own design team.
