Hybrids are likely just an interim technology that get around the limitations of current battery technology. These limitation will quite possibly have been overcome by the time this car makes it into production.

Imo the government would be much better off spending the money to build infrastructure to support future vehicles (e.g. fast charge stations, hydrogen infrastructure etc), or focus on areas where we can claim a comparative advantage - minerals, energy, and materials for example.
