39M income tax liability?

Perhaps some of you might have noticed 39million US$ income tax liability in the financial update by CDC on 16/5/2017 (page 3) which is part of the balance sheet and reads as follows:

Non-Current Liabilities. 30 June 2016 31 March 2017
Deferred income taxes (US$)   40,876,903   39,414,937

Hope someone may give some idea about:
What this deferred income tax indicate and what are its implications for the future performance of the company?
When and how the company is likely to get red of this liability?
Could this be the reason behind steep fall in the share price?
