No, Recce is not a lipopeptide. Lipids are a very broad classification of chemicals, but think fats. Lipids are what make up cell walls and membranes, so a virus with a lipid envelope is a virus wrapped in a membrane kind of like a cell. Recce disrupts cell membranes, which is why it works on both bacteria and these enveloped viruses. Most viruses that infect humans are enveloped, the most common non-enveloped virus you might know are warts, so don't expect Recce to cure your warts.

We know what Recce is from the patent. It's made of acrolein and polyethylene glycol. These are polymerized together and refined to a specific molecular weight range. Essentially it's a super toxic compound (the acrolein) that has been neutered down and combined with a carrier molecule (the polyethylene glycol) and chopped up to just the right size to damage the high-pressure bacteria/virus membranes enough to pop them, while the tougher, larger animal cells are unaffected. And to be clear that is one HELL of a simplification.
