If anybody talks to HR - can they ask him about his thoughts on...

If anybody talks to HR - can they ask him about his thoughts on $14.5 million dollars of lost capital when the options expire? potentially extra $$$ will be lost if things don't change soon. I would have thought that that money would have been more than enough to progress things to production in some form (at least better than $3 million) and no strings attached (but for some dilution which wont matter if these options are in the money).
